Establishes procedures, journalizes transfers and facilitates adjusted journal entries for corrections in the accounting system for Office of Traffic Safety (OTS) reimbursable grants and other reimbursement programs. Controls the spending authority of contracts and purchase documents to grant budget plan, reconcile, report and monitor usage of assigned program cost account codes for accurate reporting and accountability on grant program costs. Reconciles monthly OTS grant and other reimbursable program disbursements, encumbrances and receipt ledgers by state and federal fiscal years.
Reviews and prepares the following OTS grant and other program reports and accounting data: projected cash receipts, monthly claims, status report of grant project fund condition and expenditure trends by state and federal fiscal year and reimbursable overtime usage reports by grant program.
Compiles and prepares the fiscal data required for performing the carryover budget revisions required for reimbursable grant projects.
Researches, reviews and determines the various appropriate general ledger transactions required for recording non-federal reimbursable expenditures to the State Transportation Fund, Motor Vehicles Account. Prepares the expenditure journal entries for the general ledger for each contracted reimbursement. Reconciles monthly expenditures to receipt ledgers by individual invoice document. Prepares non-federal reimbursement receipt and expenditure adjustments of various fund sources.
Serves as Fiscal Management Section's liaison with state representatives, program managers, and other department personnel regarding financial activities relating to grants and other reimbursement programs.
Prepares year-end accrual journal entries. Re-establishes multiple year programs for the new state and federal fiscal years. Reconciles and issues asset tag numbers for OTS project equipment purchases.
Performs other job-related duties, within the scope of the classification, as required.
